Trainee Inspector Yuan Hui is well-known in government departments and the underworld. He is friendly and unconventional. He is on good terms with his subordinates Yeh Chiu and Shih Kou-kung and often appeases them, winning their respect. Lin Hsi-wei, returned from overseas, becomes Yuan Hui's superior .
