The people of Orchha plead to Laxmibai to help them. Gangadhar Rao declares that the people will have to pay the taxes for three years. Laxmibai opposes Gangadhars decree. She tries to explain that the people are in no situation to pay the taxes but Gangadhar tells her that his decree will be obeyed. Gangadhar shuts himself in the temple and begins to pray. Aaishri blames Laxmibai for Gangadhars troubles . The people are worried that the moneylenders will take away their profits. They are distressed when they hear the royal notice that they have to pay the taxes of three years within a week. The people plead to Laxmibai to consider their troubles. The moneylenders ask the people to repay their loan. Sakhubai talks to Fraser and congratulates him on their successful plan. She is stunned to see Laxmibai standing behind her.
